Regardless of what is written in the existing law, if the funds under this regulation are not spent but remain at the end of the financial year, such funds will not be frozen. The amount provided by the Secretariat for the project to be operated after the initiation of this rule shall be deposited in a non-frozen current account operated and controlled by the Office of the Controller of Funds and Accounts.
